  1. Rearrange — pages inside one file are in the wrong order (scanner spit them out sideways in sequence, or someone assembled the packet wrong).
  2. Combine (page-level) — you want pages from file B sitting between pages of file A, not just “file A then whole file B.”

Whole-file glue is Merge. Thumbnail chess is Organize. If you only ever merge, you will keep re-uploading the same files hoping the order magically improves.

Do this in Organize PDF (the short version)

Open Organize PDF. Drop your file in. Every page shows as a thumbnail—drag them until the order matches how someone will actually read the document.

Need pages from another PDF? Use Add Files / Add Pages, or the + between thumbnails, and drop the second file where it belongs. Labels like A1, B2 help you see which original each page came from. Trash blanks. Rotate a sideways scan while you are there. Download when it looks right.

Real messes this fixes

Mistakes that cost time

Merging when you meant rearranging. Merge stacks whole files. It will not fix page 5 sitting before page 2 inside one scan.

Fixing orientation after you already numbered pages. Numbers end up in weird corners. Rotate / organize first, then Page Numbers.

A sane workflow for a portal upload

  1. Unlock if needed → Unlock
  2. Rotate sideways pages → Organize or Rotate
